- Initiate contributors’ proposal efforts
- Answer questions about the opportunity
- Set writing assignments and coordination of activities
- Create cohesiveness across the team

- Client requirements, motivators and hot buttons
- Available solution, incorrectly termed “our strategy”
- Broad area assignments
- Scheduling
